General Cigar Place

General Cigar Place Condominium located on the corner of Chester and South Lime Streets consists of the first floor is known as the Shops at General Cigar Place which is home to SACA’s administrative and business offices including human resources, the organization’s board meeting room, Radio Centro WLCH 91.3 FM, and Nuestra Clinica education and prevention program. The second, third, and fourth floors consist of 30 affordable apartment units that are specifically available to families that are at 40%, 50%, and 60% of median income levels as designated by HUD for the Lancaster County area.

Conestoga River Plaza Townhomes

The Conestoga River Plaza Townhomes Neighborhood is the last cluster in the SACA Homeownership Choice program. It replaced a deserted brownfield with 12 beautiful three-bedroom family homes completed in February 2015. Like SACA’s earlier projects, these new homes are usually purchased by first-time buyers and often by the first in their family to even dream of owning a home.

Locust Street Neighborhood

The North and Locust Neighborhood is the third cluster in the SACA Homeownership Choice program. It replaced a deserted brownfield with 13 beautiful three-bedroom family homes completed in February 2011. Like SACA’s earlier projects, these new homes are usually purchased by first-time buyers and often by the first in their family to even dream of owning a home.

Palm Street Neighborhood

The Palm Street Neighborhood is the second cluster in the SACA Homeowner’s Choice program and is distinguished by receiving a 2009 Envision Lancaster County Leadership Award for Community Design and Placemaking. The project was completed in the fall of 2009 and quickly sold out to new homeowners. By emphasizing intelligent renovation rather than demolition, 12 neighborhood structures, each over 100 years old, were preserved in traditional style. In addition, ten new structures were designed to replicate these buildings so that, taken together, all 16 townhomes retain the area’s historical and cultural dimensions.

Plaza Centro

A 5.9-acre site above the Conestoga River and Lancaster County Central Park provides a beautiful backdrop for mixed-use development. SACA’s Conestoga River Plaza combines affordable housing and minority commercial retail services in an upbeat, creative style that renews Southeast Lancaster’s “Gateway to the City.” Site and architecture plans point to an exciting future for award-winning SACA Development townhomes, ethnic restaurants, a large commercial grocery, and a neighborhood pharmacy.

Plum Street Neighborhood

The Plum Street Neighborhood is the first cluster in the SACA Homeownership Choice program. It replaced a blighted unfunctional street block with 10 beautiful three-bedroom family homes completed in February 2006 The project was completed in fall 2006 and quickly sold out to new homeowners. The ten new structures were designed to replicate demolished structures that previously existed on the block and also included garage and off-street parking which did not exist previously. These homes were sold to first-time homebuyers that qualify at 80% of median income or less.

South Duke Business Center

In 2008, the Belco Community Credit Union moved into a SACA Development renovation building at 452 South Duke Street and became the first new business in 20 years along the South Duke Street corridor and signified a new era of southeast entrepreneurship and energy.

Besides giving southeast residents access to financial services and acting as an anchor that stabilized neighborhood business, the Belco move acted as a real shot in the arm for further development and an important achievement for an entire community. Earlier renewal efforts paving the way for the project had been promoted by Crispus Attucks followed by the Inner City Group, a consortium (Crispus Attucks, Neighborhood Services, and Spanish American Civic Association) which was able to leverage resources for necessary infrastructure.

The Belco organization was firmly committed to establishing a business outlet in the Southeast community and invested heavily in the building, which allowed the project to move forward. In addition to Belco Bank, the site hosts a community daycare center. Another important milestone for SACA Development was the completion of the stunning new South Duke Street Business Center. This important economic development project, part of the City of Lancaster’s comprehensive plan since 1998, opened its doors to business tenants and quickly became fully occupied.
